The battle by merchants in the EU against bankcard interchange fees has been going on for over a dozen years. A Eurocommerce complaint to the EC to reinvigorate the battle rasies questions. Has the EC slowed its concern about the issue and if so why? Is Eurocommerce fearful that the EC now sympathizes with card issuers, perhaps because of the banking crisis? Or is the Eurocommerce filing an attempt to close the war in its favor? Does it reveal new information and arguments? Does it exploit the populist anger in the EU against the banking industry to win Commission support? The Eurocommerce filing iwill be important to the issue in the US if it achieves a cache in Congress and is sophisticated enough to merit disclosure in court documents in New York. If it is more of the same, it could backfire.

Smoking is discretionary. A disproportionate amount of ill-health due to smoking-caused illness is experienced by some socioeconomic groups. But analysis of recent US data found that low-income smokers in the US are now less likely than middle or high-income smokers to quit following price increases, and that among remaining smokers, consumption is likely to fall equally among all income groups. Yet Administration needs a lot of income. Thus, on April Fools' Day, 2009 Congress imposed a 2173% ( yes: 2173%) tax increase on pound of tobacco to protect Big Tobacco, the tax cash cow they love to hate, but can’t live without. The government knows that if enough people ever stop smoking, or figure out how to get their nicotine fixes without going through Big Tobacco, tax receipts, and, hence, administration, takes a dive.

These regulations will ensure that the mortgage market does not lose in significance and at the same time both lenders and borrowers are protected. The mortgage market can also take a cue from the factor market wherein the factor who buys the debt of another does a thorough review through the network of factors worldwide. The factor also tries to involve himself with the other party even before the receivables are generated. Similar degree of caution and protection is required in the mortgage market.

President Obama announced a new fuel efficiency and carbon emissions standard on Tuesday for U.S. car makers, which will begin in 2016. While requiring that vehicle carbon dioxide emissions be reduced by about one-third by the target date, the plan sets the new average gas consumption rate to 35.5 miles per gallon. It will likely be better to purchase a new greener vehicle closer to the deadline when prices have been reduced as the industry has absorbed more of the R&D costs and dealt with increased competition.
