The combination of a slowing economy and turbulent debt markets has finally hit the US commercial office market. Although a great deal of equity capital remains ready to invest, between the meltdown and risk-adjustment in the financing markets, deteriorating operating fundamentals and herd mentality withdrawal from the market, office investment transaction values are down 70% from last year as reported in the May 21, 2008 edition of National Real Estate Investor. Moreover, what deals that are getting done are being transacted at cap rates 50-100 basis points above where they were a year ago, to an average of approximately 7% nationally. If every commercial property in the US were appraised today at these higher metrics, the implication would be a loss in value of nearly $200 billion.

George Barrett, the new CEO of Cardinal Health’s (CAH) Healthcare Supply Chain Services division, was refreshingly blunt in describing the need to “turnaround” the drug distribution business on last Thursday’s earning conference call. He described the company’s market share challenges with independent pharmacies following the disruption of controlled substances distribution at four locations. It’s encouraging that Mr. Barrett recognizes the challenges of the “enforcement” role that has been thrust upon the company by the DEA.

McKesson (MCK) announced a settlement with the DEA that temporarily suspends distribution of two controlled substances from two of its distribution centers. I presume that McKesson has learned some lessons from Cardinal Health’s (CAH) troubles so the marketplace impact should be less severe.

The bill is co-sponsored by Representatives Steve Buyer (R-IN), Gene Green (D-TX), Jim Matheson (D-UT), and Mike Rogers (R-MI). I enthusiastically support this bill, which finally offers Federal preemption of the multiple disorganized, uncoordinated, and underfunded state-level mandates. Ultimately, patients will be the biggest beneficiaries of a more secure supply chain. Strangely, the chain pharmacy industry association, which represents companies such as CVS Caremark (CVS) and Walgreens (WAG), is opposing the new legislation.
