The financial crisis has indeed dampened windpower project finance for the short-term.  Such a situation precipitates strategic opportunities for well-placed players.  This public statement by one of the largest global developers is evidence that the sector may open up with a bang in the near-term.

Loss of wind causes Texas power grid emergency | www.reuters.com

The main component of the Texas problem was the inability of conventional generation to deliver when the wind fell off.  Predictions of future windpower are becoming highly reliable, even up to 30 hours.  The Texas drop off was as predicted, but backup plants failed. Further, the entire US grid has reliability problems completely unrelated to windpower.

The US renewable energy industry suffered a body blow on December 14 when the U.S. Senate passed an eviscerated bill after it was stripped of the investment tax credits, production tax credits and a national renewable electricity standard (RES).   The irony was this occurred just as the United Nations Conference on Global Warming was wrapping up, a final agreement on long-term measures to mitigate climate change. The American public continues to express broad support for renewable energy and the key will be what Congress does in 2008 - the key will be the impact this issue has on politicians up for reelection and on the Presidential debate.

  1. China’s position as the world’s largest investor in renewable energy is likely to strengthen.
  2. One of the key sources of renewable energy for China is wind energy.
  3. The central area for wind energy development is Inner Mongolia, where a majority of China’s energy resources are found, principally coal.
  4. China’s ambitious renewable energy goals will have wide ranging impacts.

  1. The EU Emissions Trading Scheme (ETS) and the Kyoto Protocol’s Clean Development Mechanism (CDM) have created major markets for trading carbon credits and encouraged internal abatement programs as well as renewable energy projects.
  1. A majority of carbon trading in the EU focuses on carbon remediation through internal abatement methods while a majority in the Kyoto Protocol focuses renewable energy development
  1. The US market is on the verge of creating a carbon trading market that could both encourage reductions in carbon production, remediation measures as well as be a major driving force for renewable energy.
