BN Americas reports today that Venezuela’s President Hugo Chavez has frozen plans to build the Gasoducto del Sur (an 8,000km - $20b gas pipeline that would bring natural gas from Venezuela to Argentina through Brazil and Uruguay) but that he is still negotiating a bilateral agreement to sell natural gas to Brazil. Is this really true or is it another bluff to save face?

Following a previous article we explain the reasons why in our opinion we believe tariffs in the energy sector will increase. Whilst most analysts think the crisis obeys mainly to a regulatory snag we do not believe the problem to be as simple as that. Introducing new regulations or even reformulating policies when problems and solutions are obvious is not so difficult, the difficulty arises when politicians are faced with the complexity of accountability, to themselves and their own ambitions in the first place and to voters in the second. Do they really want to solve the problems or do they use them to keep themselves in power longer?
