I disagree with the title of the article. IP addresses are not personal data. Personal data is a SSN or medical data. Something that pertains to a particular person and only that person. I liken IP addresses to phone numbers or home addresses. This is not personal information because it does not follow...

The end user doesn't own the IP address and therefore it can not be considered personal property.

It is good to see a major manufacturer put out alternatives to Microsoft.  I know that Linux can and will run on Dell HW and has for a while but it is nice to see the option to get a computer in the first place with a different OS.

Time warner is following the lead of Canadian based broad band services which have traditionally had caps and usage fee's. Users of these services will have to think twice about their usage which may have impact on broadband services such as movies, music and TV.
