Missing in the article is the fact patients will still go to the physicians that they like regardless of the rating system.  This rating system of doctors is really economic credentialling.  Insurance companies will lower reimbursement unit values of physicians that are not rated well.

Fred is both right and wrong by history.  Ranking of physician performance is akin to work (or payment) for performance.  Since I was around at the beginning of this movement and watching its development, it is clear that work efficiency particularly will high acuity patients is very difficult to measure and our metics are immature to say the least.  Misrepresentation of performance...

CIGNA has received the okay from the NY Attorney General to publish its system for ranking physicians. Aetna is also moving forward with establishing a deal with the Attorney General. This process will proceed rapidly throughout the country and will change consumer behavior.
