National broadband policy is necessary to the success of broadband servicess. Google's Vint Cerf takes the position that user's ISP contracts should define their service, not the network management policy of the carrier. If a customer pays for 6MBps throughput, that customer should receive that amount of throughput all day, regardless of the type of data they send or receive over the connection.
