Unlike voice, web content load on the network is unpredictable.  A given cell phone has at most one call link and a standard relative load.  Web content can stream on an unlimited number of connections for a give phone.

Analysis

Web content can stream on an unlimited number of connections for a give phone.  The only solution will be a combination of relative cell tower saturation and some solution like an Akamai for the Cell Tower to house content that represents a % of the known content that will be requested.  This will position the content closer but a compression tool will also help.  Verizion started to do this with there fix web content service but they too will soon have the same issue as AT&T when the Nokia arrives with Ovi and when the IPhone is opened to other networks.
