KC-45A CONTRACT TO NOC

Implications: Stock ownership of EADS should not be a factor in Boeing's protest of the award to NOC. Boeing's appeal to the US Congress to reverse a decision by the "war fighters" who will use the plane is ill-advised and we believe it should fail. By making this a campaign issue, Boeing supporters are impugning the integrity of the source selection process.

Analysis: My experience with the Federal Acquistion process spans a period of over 45 years. I have been involved in many large-scale competitive projects. A few were awarded on based on political considerations; most on the merits, as it should be in this case. The Commander of the USAF tanker fleet wants this aircract; enough said.
