Iraq can't pay for the GE Energy contract?
Analysis
While I understand Iraq's reluctance to spend 3 billion dollars to provide energy to its residence, I think it may go deeper then this. They have the money, after all didn't they have a 60 billion dollar surplus? And isn't oil flowing out of Kirkuk? Of course. The problem isn't spending this money it is how do we get the energy to where it is needed and how do we keep it away from the folks we don't want to give it to (Taliban, Al Quiada etc...). This is indeed a very valid and considerable problem. We have to realize that Iraq for all of its talk is still a broken nation. Its infrastructure is in constant danger of being over come or damaged by the every present insurgency. In my view, they should honor the commitment to GE and bring the units in a few at a time and then in "safe areas" install the units. As people get power, the demand for more will help enable the security forces to push their need for local help to stamp out the insurgents. Want power, help us stop the destruction of infrastructure. It works!.
