Penn has switched course in Ohio, why?

Analysis

I believe that Nelson is correct and that at best the gaming intiative is a 50/50 probability situation. I do think this could be a close election as the budget situation in Ohio and like the rest of the country is terrible. The allure of taxes from Gaming could make this a close referendum. A more interesting question is, "Why has Penn changed direction?". Do they think that it actually WILL pass? Do they have some inside polling which may suggest a change in the Ohio voters thinking? I assume that Penn will try to operate as many of the 4 casinos as possible and try to mitigate any losses from their West Virginia and Indiania casinos. If you think about it, they are attempting to do the same thing with their West Virginia and Pennsylvania casinos with Maryland. Taking a piece of a pie which will take a slice out of their current markets. Penn is smart and savvy and we should watch this election closely.
