Are frivolous lawsuits the main driver in skyrocketing healthcare costs?

One thing is for sure, the cost of healthcare is going up faster than most peoples income! Lawyers blame the doctors, doctors blame the insurance companies & lawyers, the insurance companies lash back against the drug manufacturers & democrats & Republicans blame each other. More finger pointing than actual solutions. One solution certainly would be to make the losing party in litigation pay the freight, or at least increase their risk factor in some measurable way! Many Senators are behind this concept & it is growing acceptance. If not paying the freight, then maybe at least mandatory arbitration, before suit! Some say, however that that increasing arbitration costs would rival litigation. The reality is we need to deal with the problem & stop just casting stones at many solutions! No plan is perfect, but inaction is unacceptable! Each side can always put up statistics on why the other has flaws, but doing nothing or just continuing to debate it has the most flaws.
