Summary

An U.S. Federal Executive Order (E.O.) labeled Federal Leadership in Environmental, Energy, and Economic Performance was issued on 10/5/09.  The E.O. requires agency heads to develop a strategy to measure, report, and reduce their carbon footprint.  Some deliverables are due as soon as Q1, 2010.  Are there correlations between the congressional bills and this executive order?  

Analysis

An Executive Order called Federal Leadership in Environmental, Energy, and Economic Performance was issued on 10/5/09. This E.O. mandates all agencies to develop  carbon emission goals (direct & indirect emissions) .  The E.O. goal is to increase energy efficiency, establish a sustainability plan, report greenhouse gas inventory, develop a water efficiency strategy, promote pollution preventation,  promote integrated local planning, implement sustainable construction standards, promote purchasing and others. The Federal Agencies will continue to use their 2005 benchmark.
The National Intelligence Agency and other federal exemptions do apply!   
Since both government and industry are moving in the same direction, could the Environmental, Energy, and Economic Performance Executive Order become the framework for the Senate “Clean Energy Jobs and American Power Act”. The current Senate version calls for 20% carbon footprint cut by 2020 and 80% cut by 2050. The proposed Senate seeks to use a 2008 benchmark which is a different standard.
