Summary

How CMS defines meaningful use of electronic medical records will shape (1) the availability for federal incentives to physicians and other health care providers, (2) the scope and nature of use of electronic medical records, and (3) the options for using health information technology to achive quality and cost improvements touted by the act.  These decisions also play a key role in defining health IT opportunities and their timelines. 

Analysis

Health care providers, payers, and technology providers must act quickly to provide input.  The HITECH Act requires OCH act quickly. The current comment period is only open for 1 week.   Large technology providers, payers and health systems interested in these concerns likely already are positioned to provide commentary.  Others wishing for their input to have the opportunity to be considered must speak up immediately before critical decisions are finalized.
