Implications: CMS recent decision to withhold payment to hospitals for certain complications will ultimately further decrease access to care for the most vulnerable patients.
Analysis: Physicians will ultimately refuse to admit the sickest and most vulnerable patients because hospital administrators will "punish" those physicians that have these types of complications. The complications that are being scrutinized are very common in nursing home patients and often not preventable.
