A Conventional Store historically has been defined as a local or regional department store that had roots in the local community such as Rich's in Atlanta or Marshall Field's in Chicago. Chain Department Stores are defined as Sears and JCPenney. Since a shopping center developer could not obtain the same amount of premium rents from smaller "in-line" tenants located next to Chain Department Stores as they could from locating them next to Conventional Department Stores, the Conventional Department Stores were considered the ones that "created value" for the developer and were therefore given the greatest subsidies.
