Since its financial and political collapse, fight with the IMF and banks, and eight-year rule by the Kirchners, investors are wary of Argentina. Many major investors, especially in the energy and mining areas, who were first attracted to Argentina during the 1990s have left the country and dumped their holdings at bargain-basement prices.Much of the blame for this flight can rightly be focused on the successive Administrations of Néstor and Cristina Kirchner. Still, many of the investors of the 1990s were inebriated by the “reform” policies and the wave of free market verbiage that swept the Region and neglected to look at past trends and understand traditional cyclical economic and political cycles. Despite the bevy of problems facing Argentina, now is an opportune moment to examine future investment acquisitions. The major players eyeing the presidency agree that Argentina has no choice but to implement clear, transparent and pro-growth policies and that the rules of the game need to be established, known by all and respected. Now is the time to begin to take a new look at Argentina and to identify investments with a strong upside potential. Investors who take an open-minded yet realistic approach will profit.

On 29 September 2009, China’s Ministry of Commerce (“MOFCOM”) published another decision from its fledgling Anti-Monopoly Bureau (“AMB”), this time concerning the acquisition of Wyeth by US drug heavy-weight, Pfizer. Approval was granted to the transaction, ahead of approval from the US Federal Trade Commission, Australian ACCC and the Canadian Competition authority.

HR 3617 extends the current federal authorization for spending on federal -aid highways, transit projects and highway safety, until the end of the year. The bill does not address the rescission of $8.7 billion in contracting authority scheduled to take place next week by the Federal Highway Adminstration. This enacted in the 2005 SAFETEA-LU and amended in 2007.

DHL - USA will pay a $9.4 million settlement to the United States for shipping items to restricted countries such as Sudan, Iran and Syria. The United States Department of Commerce and United States Department of the Treasury allege that DHL violated Export Administration Regulations (EAR) on numerous occasions from 2002 to 2007. The departments further charge that DHL failed to monitor thousands of other packages shipped to those countries.

The primary story here is not the card industry's standard defense of bankcard interchange fees. It is that Visa and industry trade associations are responding to the clear and present danger that an angry Congress is going to side with merchants by enacting a law to limit interchange fees. Their defense of the fee is that polling of consumers shows a wide majority in favor of charging merchants for accepting cards. But it doesn't address whether current fees are too high and unfairly applied.
