Council Member Biography

Stephen C. Fotis is a Partner at Van Ness Feldman in Washington, DC. Mr. Fotis specializes in environmental law and regulation. His practice focuses on the legislative, regulatory, permitting, transactional work, and administrative litigation related to Clean Air Act and other federal environmental laws. Other areas of environmental representation include global climate change, the Clean Water Act, Superfund, and the Resource Conservation and Recovery Act. Over the years, Mr. Fotis has provided legal counsel on environmental issues to numerous trade associations for the electric power and automotive industries, as well as major companies for these and other industry sectors. Specifically, he has represented electric utilities, independent power producers, automobile manufacturers, petroleum refineries, governmental entities, and clients in a variety of other industries. With respect to the Clean Air Act, Mr. Fotis regularly assists clients on a wide range of matters, including federal policy development through administrative rulemakings and legislation, permitting of new facilities, and resolving enforcement issues. He also advises clients on policy and transactional matters relating to global climate change, development of voluntary climate change initiatives by industry, and greenhouse gas emissions trading.
