Robert Hoover, Jr., MD, MPH, is Jurisdiction C Durable Medical Equipment Medical Director at CIGNA Government Services. In his role at CIGNA Government Services, he is responsible for coverage, coding, and documentation for durable medical equipment, orthotics and prosthetics in fee-for-service Medicare. Dr. Hoover also serves on CIGNA's commercial insurance technology assessment committee as the DME subject matter expert. He has extensive experience in market dynamics related to respiratory therapy products (oxygen, CPAP, ventilators, nebulizers, and inhalation drugs); seating and mobility products (wheelchairs, scooters); wound care (KCI VAC, dressings); and others. Dr. Hoover is knowledgeable on the impact of legislative and regulatory changes in Medicare and other third party payers. Prior to rejoining CIGNA, he was Chief Medical Officer with DeVilbiss Healthcare, a division of Sunrise Medical, one of the world's largest manufacturers of homecare and extended care products. On May 11, 2007, CMS issued a request for information proposing to eliminate the current Program Safeguard Contractors (PSC) and replace them with contractor that would be responsible fraud and abuse prevention for all lines of Medicare business – Parts A, B, C, D, Medi-Medi, DME and Home Health. The proposal anticipates implementation of this plan in two rounds, the first in May 2008. Policy development and medical review functions currently conducted by the DME PSC contractors will move to the DME Medicare Administrative Contractors (DME MACs).  If medical directors change, there will be a steep learning curve that will likely result in uncertainty in coverage and coding for companies like Apria (AHG), Lincare (LNCR) and others that bill Medicare for durable medical equipment and other homecare supplies.

This is an intriguing move on the part of SNN to acquire BlueSky and get into the lucrative market of negative pressure wound therapy (NPWT), a market dominated by KCI's V.A.C therapy.  BlueSky's product, Versatile 1, is significantly less expensive to produce and with the financial backing and development resources of SNN, stands to gain market share if distributors price the service correctly.
