Liao Zhang

Zhang Liao (Leo) is the Founder and General Manager of Jumbo Consulting, a Shanghai-based firm providing consulting services in infrastructure investment, financing, regulation, and reform policies. Mr. Zhang has advised dozens of key infrastructural transactions in mainland China since 2002. Before he jointly found Jumbo, Leo worked with a local design institute, project management company and commercial bank, respectively. He is a renowned expert in infrastructure PPP practice in the country. He has extensive experiences in regulation, investment analysis, project planning, and financing arrangement in the sector of water supply, wastewater, solid waste, toll road, and city gas, public transportation(bus, metro etc) in China. He is familiar with China environmental, transportation, and energy policies. Mr. Zhang holds a BS Civil Engineering from Xi'an Jiaotong University and an MS in Project Management from Tongji University. (This is me - Update Profile)
