Laura Foggan is Partner and Co-Chair of the Appellate Practice at Wiley Rein in Washington, DC, where she has more than 20 years of trial and appellate experience in insurance-related litigation. She is recognized for her contributions to the development of key insurance law precedents and the effective presentation of insurer views through industry amicus submissions in the courts. In addition to her litigation work, Ms. Foggan also provides legal and strategic advice to insurers in other areas, including technical analysis of insurance issues and testimony before state legislatures regarding legislative proposals. She also represents insurers in arbitration and mediation settings, and has been named as a member of the Center for Public Resources (CPR) Distinguished Panel of Neutrals for the Inter-Insurer Program. Her experience includes lead counsel in trial and appellate matters involving insurance for terrorism, technology, environmental, employment, product liability, mass tort and pharmaceutical claims; participated in more than 200 appellate cases including key national precedents on insurance issues; and advocates for insurers in legislative and regulatory matters, including providing technical analysis of insurance issues, testifying before legislative committees and drafting and negotiating legislative proposals.
