John Gallagher is a Partner in the Utility Practice Group at Saul Ewing in Harrisburg, Pennsylvania, where he concentrates his practice in administrative utility law, representing private and governmental entities engaged in the delivery and/or consumption of energy, including electricity, natural gas, and steam, among others. He also handles matters relating to water, wastewater, and transportation services. Mr. Gallagher has litigated cases related to the implementation of the Safe Drinking Water Act and the Pennsylvania Electricity Generation Customer Choice and Competition Act. For nearly 30 years, his practice has centered on administrative and civil litigation at the trial and appellate levels before the Pennsylvania Public Utility Commission, the Pennsylvania Department of Insurance, and the Pennsylvania state and federal courts. Mr. Gallagher has litigated a variety of cases, including base rate increases, gas cost recovery proceedings, and general administrative litigation. Previously, he was a partner at LeBoeuf, Lamb, Greene & MacRae. His practice focused on administrative and appellate litigation, including base rate filings for electric, gas, and water utilities and certification application, liquidation, rehabilitation, and enforcement proceedings for major property, casualty, accident, and health insurers.
