John Douglas is a Partner and the Chair of the Global Bank Regulatory Practice at Paul Hastings Janofsky & Walker in Georgia. He concentrates his practice in the regulation of financial institutions, in mergers and acquisitions and other transactions involving banks and thrifts, and in advising officers, directors, and shareholders in such institutions. Mr. Douglas has been involved in transactions including First Union in its acquisition of CoreStates Financial and First Fidelity Bancorporation; a consortium of eighteen banks and a technology company to form the largest provider of home banking services; and six international banks and a card association in the formation of a global payments processing company. Previously, he was Chair of the Financial Institutions Practice at Alston & Bird and served as General Counsel of the Federal Deposit Insurance Corporation (FDIC), where he was involved in the major bank failures and restructurings, participated in the landmark Financial Institutions Regulatory Reform and Restructuring Act of 1989 and assisted in the organization of the Resolution Trust Corp. Mr. Douglas is a frequent lecturer and author on matters relating to financial institutions. He is the Chairman of the Editorial Board of the Electronic Banking Law and Commerce Report. He is the author of “The U.S Approach to the Regulation of E-Commerce,” "Banking and Technology," "Deposit Insurance Reform," and "Deposit Insurance, Current Problems and Proposals."
