Council Member Biography

Hugh Simpson is a Principal of Bourse Consult, a London-based independent consulting firm specializing in financial market institutions. He is also a respected commentator on European exchange developments. He has been called on for advice on the possible mergers involving the London Stock Exchange and has co-authored a report on the future of clearing and settlement in Europe, published by the Corporation of London. Previously, Mr. Simpson was an Executive Director of Euroclear, the leading international bond settlement system. He was also Chief Executive of CREST, the United Kingdom electronic securities settlement organization, which he led through its merger with Euroclear to develop a "domestic market for Europe". Mr. Simpson has in-depth knowledge of financial market institutions and the intimate relationship between trading and post-trade activities. Prior to CREST, he spent 14 years at the Bank of England.
