Frank G. Lamancusa is Of Counsel at Bingham McCutchen in Washington, DC, where he focuses on antitrust and competition issues principally in the telecommunications industry. Previously, he served as a professional arbitrator and mediator on behalf of the International Center for Dispute Resolution, United States District Courts, multiple state public service commissions, and many telecommunications companies. Until 2002, Mr. Lamancusa was responsible for the Federal Communications Commission's accelerated complaint resolution process from its inception. During that time, he addressed over 150 disputes between telecommunications companies and led over 200 mediations, 95 percent of which did not result in subsequent litigation. Mr. Lamancusa also served in various managerial positions within the FCC's Enforcement and then-Common Carrier Bureaus. Prior to joining the FCC, he was a trial attorney for the Telecommunications Task Force within the United States Department of Justice's Antitrust Division (DOJ). There he led both merger and non-merger antitrust investigations in the telecommunications industry on issues related to wireline and wireless telephony, cable and satellite television programming distribution, broadcast television, and radio station consolidation. Before joining the DOJ, Mr. Lamancusa was associated with another Washington, D.C., law firm where he litigated technology related disputes and provided antitrust counseling.
