Council Member Biography
Francisco Ascui is a Lecturer in Business and Climate Change at University of Edinburgh Business School. He is also an Independent Consultant who has specialized in energy and climate change policy and strategy since 1997. Mr. Ascui worked as a Civil Servant in sustainable energy policy and gas sector regulation for the Government of New South Wales, Australia, before moving to the UK to work as a consultant. He is an expert on emissions trading, renewable energy, energy efficiency, sustainable transport and other aspects of energy sector policy, legislation and regulation. Mr. Ascui is a Rhodes Scholar from Australia and holds a BA (Hons), an MSc in Environmental Management from Oxford and an MBA from Cambridge. He is currently based in Edinburgh, Scotland. Recent reports provide fuel for the claim that billions of dollars spent subsidising projects to reduce greenhouse gas emissions in developing countries are being 'wasted', because projects would have gone ahead anyway. The underlying facts are essentially correct, but readers should beware drawing hasty conclusions. There are good reasons why some existing projects and projects which are implemented under national emission reduction policies should still get carbon credits.
