Deborah Outlaw is the Principal of The Outlaw Group in Washington, DC, where she provides legislative, regulatory and medical coding services to physician specialty groups, allied health providers, medical device manufacturers, and non-profit organizations interested in medical research. With over 25 years of experience in developing health care public policy, her practice focuses on federal program funding increases, Medicare/Medicaid coverage, coding, reimbursement and related issues. Ms. Outlaw served in two Presidential Administrations and for a U.S. Senator. She was Director of Congressional Affairs in the Office of Legislation and Policy at the Health Care Financing Administration (now CMS), from which she was detailed to the National Drug Policy Board at the Department of Justice. She also served as an attorney in the Executive Office of the President. Following her government service, Ms. Outlaw spent four years as Director of Government Affairs for the National Association of Medical Equipment Suppliers. After that, she represented the legislative and regulatory interests of various health clients for several diverse health practice groups, including a lobbying firm and large association management company. Client interests involved funding, coverage, and reimbursement concerns in a wide range of areas, including: nephrology; orthotics and prosthetics; OB-GYN specialties; and health services for individuals with visual impairment and hearing loss.
