I am in the middle on the author's comment and the response. Those are both great points. However, the big concern here is bid rigging.

Comparing and contrasting UK and US risk managers was a great idea. This was a good article. However, I think, as the authors pointed out, that the frames of reference for defining certain risks may be different. A 51% difference in carbon emissions risk considerations cannot just be due to different outlooks on the same type of risk. I do agree that most companies are retaining more of their risk. This is a trend that has occurred for many years. I also agree that the US risk managers do not concern themselves with supply-chain risk. That may result from US risk managers not considering a shortage of supply. Could this be shortsighted? I do think so. One can just look at the US shortage of fuel in the '70s for proof.
